Position Summary


Serves as a fact finder, problem solver, and makes evaluative analyses and recommendations to resolve issues between County management and complainants.


Pay Grade: 52 Salary Commensurate with Experience and Education

Minimum Qualifications

  • Four (4) years in a managerial capacity, including responsibilities in progressively responsible experience in an administrative field; AND
  • Bachelor’s degree from an accredited college or university in public administration, management, business administration, or a closely related field; OR
  • An equivalent combination of related education and/or experience.
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities

  • Utilizes conciliation, mediation, and negotiation techniques to resolve issues in the initial stages and at the lowest level of the Complainant’s organization.
  • Assists EEOC/THRC, internal/external agencies, in referring and resolving issues by participating in identifying and resolving all EEO complaints.
  • Sets up meeting with Department Heads, Elected Officials, or THRC or EEOC to resolve discriminatory complaints and reduce litigation in Shelby County Government.
  • Conducts investigations and research into complainant’s charges; interviews appropriate parties to determine the facts of the case.
  • Participates in identifying and resolving departmental issues and recommends positive administrative changes towards eliminating charges of discrimination in program or staff operation.
  • Discusses and plans strategies for action with the manager of the Complainant’s Department to resolve issues and concerns.
  • Resolves discriminatory complaints and reduces litigation in Shelby County Government.
  • Participates in mediation services for all county personnel.
  • Provides Alternative Dispute Resolution services for Shelby County Government.
  • Writes an investigative memorandum and report of findings. Compiles all necessary data for the monthly Investigative Unit’s activity report.
  • Makes, evaluates, analyses, and recommends administrative procedures to resolve issues between County management and complainants.
  • Develops and implements EEO training and awareness to County employees individually as well as through departmental workshops and ongoing new employee orientation sessions to reduce the number of EEO charges filed.
  • Serves as a liaison between Shelby County Government, the Federal Equal Employment Opportunity Commission, and the Tennessee Human Rights Commission.
  • Performs other duties as required or directed.
KSAs

  • Extensive knowledge of public administration functions, programs, policies, and practices.
  • Demonstrable familiarity with civil rights laws affecting public-sector employment.
  • Demonstrable familiarity with criminal justice laws affecting law enforcement procedures and public obligations.
  • Knowledge of Shelby County programs and policies, and services of related Federal, State, and local programs.
  • Demonstrable knowledge of investigative technique and procedures, including but not limited to file preparation and organization, witness interview preparation and technique, investigative analysis, and other elements.
  • Ability to make oral and written reports and public presentations.
